the pealing clear coat is a problem which will require you to strip all the paint off on the hood. the hood is aluminum so it requires some knowledge off the types of materials to use. You will have to use a self-etching primer once you have stripped all the paint off. Then you'll have to use a filling primer to fill the pattern that is stamped into the hood to make the primer adhere. The bumpers will be a problem to strip because they are rubber. you may have to sand to remove the problems. All this is not easy and really requires some experience. Maybe your a guru who can pick up a skill on the first wack... I don't know. My advice is to let a professional do it.
